Morgan Belsher


Morgan is a Senior Director with 25 years of diverse international experience across a range of sectors, predominantly Infrastructure, Transportation and Energy. His experience spans the UK, Europe and for the past 12 years the GCC, most notably KSA, UAE and Qatar. Morgan has spent the majority of his career working with both public and private clients to drive business transformation, championing business improvement and delivering transaction advisory services within the Public Private Partnership (PPP) market. In addition to being the UAE Territory Sector Leader for Advisory, Morgan leads the Strategy & Transformation (S&T) Practice Lead for Mott MacDonald in the Middle East. The S&T Practice comprises the service lines; Transaction Advisory Services, Management Consulting and Asset Management. The S&T Practice exists to support clients navigate investment planning and delivery challenges, managing and mitigating risk and building sustainability and resilience through their value chain. S&T also provides transformational, solution-oriented advice enabling clients to unlock investments across sectors with a focus in the GCC on Public Private Partnerships.

Morgan is currently advising a range of government ministries, private sector investors and lenders, institutional investors, developers and other market participants to realise their development and investment ambitions in the GCC infrastructure finance market. He is currently the technical lead across a range of major, multibillion-dollar PPPs in the KSA, UAE and Qatar. Recently closed transactions include Al Ansar Hospital PPP (KSA) and the Khalifa Schools PPP (UAE) both recipients of prestigious awards within the PPP market.
