Achieving a Vision – Accelerating Project Delivery & Enhancing Quality

Since Saudi Vision 2030 was announced, the Kingdom unveiled a variety of projects and has achieved significant milestones on several of its giga projects. As the deadline for the Kingdom’s projects and the overall Vision 2030 deadline looms however, the construction supply chain has to ramp up delivery without compromising on the project’s original vision or project quality, while taking evolving market dynamics in its stride.

This panel discussion will examine:

  • Supply chain challenges impacting the delivery of the Kingdom’s various giga-project programs – are there enough skilled and unskilled resources, equipment, materials, consultants/contractors to deliver the Kingdom’s ambitious vision on schedule?
  • As time becomes a bigger factor on projects, there is a growing focus on non-standard procurement strategies such as early contractor involvement (ECI), which effectively becomes design competitions. What impact is this having on companies and projects?
  • Swapping traditional delivery methods in favour of modern methods of construction, and deploying robotics, offsite construction, 3D printing etc to accelerate the delivery of projects, while achieving quality and sustainability goals
  • Keeping costs under control – grappling with significant cost inflation of materials/labor etc post pandemic and ensuring they do not force stakeholders to compromise on their original vision and project quality
  • The importance of government investment into local construction stakeholders (consultants, contractors etc) to support project delivery and enhance local capabilities
  • Structuring agreements and contracts to ensure that projects aren’t waylaid by challenges such as financing or disputes and move forward on schedule

PPPs – The Key to Unlocking Resilient Saudi Infrastructure?

Resilient infrastructure is critical to the Kingdom’s future. Considering the volume and scale of infrastructure needed, as well as the financing necessary for such elaborate programs, the Saudi government is looking to the private sector for support to get these critical projects financed and delivered. As a result, public private partnerships (PPP) have emerged as the preferred mode of procurement for a variety of different types of infrastructure.

This panel discussion will shine a spotlight on:

  • What infrastructure should be prioritised to ensure city/country growth progresses on track? What should Saudi’s PPP pipeline focus on?
  • Learnings from energy and water PPPs that can be applied to PPPs for civil and social infrastructure projects such as education, healthcare and transportation
  • Infrastructure or services delivered via the PPP model can be more expensive and have longer gestation periods – how can these particular challenges be addressed?
  • Saudi Arabia’s National Centre for Privatisation & PPP (NCP) has seen significant progress in its PPP programme recently – how can the NCP further support the growth of PPP procurement in the Kingdom?
  • How can existing infrastructure be transformed so that it continues to support the Kingdom’s economic and social aspirations?
